from my experience and knowledge i will suggest you should check your ups voltage because some way or other its voltage issue one of my friend had that kind of issue,i am saying this because you said that when you connect it with ups that issue arise otherwise your browsing/downloading speed is ok,so your issue is with ups not PTCL
